New Jersey Medicaid Waiver Programs

If a New Jersey resident is in need of medical assistance but unable to receive services under the state Medicaid Program then it may be beneficial to explore the many Waiver Programs that are available. These state programs are still a form of Medicaid but have different limitations or requirements and can cover a wide variety of home and community-based services. Many of the services offered are intended to provide assistance that would allow a resident to remain in their home rather then enter into a nursing facility.

CCPED (Community Care Program for the Elderly and Disabled)

This Medicaid Waiver program offers services to individuals who are at risk of being placed in a nursing facility. The program aims to delay or prevents placement in a facility by allowing an individual to remain in their community and home. Participants receive Care Management services as well as other services including, prescription drugs, social day care and home health services. Applicants must meet some income requirements and enrollment in the program is limited.

CAP (Caregiver Assistance Program)

This program is similar to CCPED because it is designed to help individuals who are at risk of being placed in a nursing facility. CAP offers many of the same services and some additional ones such as chore and homemaker services and special medical equipment and supplies. Applicants must meet clinical and financial requirements and services are limited by monthly costs.

ACCAP (AIDS Community Care Alternatives Program)

This program is for individuals who are diagnosed as having AIDS and children under the age of 13 that may be diagnosed HIV positive. ACCAP offers full Medicaid benefits and additional services that allow individuals to remain in the community rather than be transferred to a nursing facility or hospital. The program can serve a maximum of 750 individuals statewide at any one time.

TBI (Traumatic Brain Injury) Fund

This program is offered to New Jersey residents with an acquired brain injury and offers services and support that allows them to live independently in the community. The fund provides assistance when insurance, personal resources and public programs are unable to fulfill an individual’s needs. Applicants must be a resident of the state for at least 90 consecutive days, provide medical documentation of the acquired brain injury and meet some financial guidelines.

JACC (Jersey Assistance for Community Caregivers)

This program is similar to CCPED and CAP and provides many of the same services. However, JACC assists individuals who are not eligible for Medicaid or Medicaid waiver services. Applicants must be clinically eligible for nursing facility level of care, have no alternative means of acquiring the needed services and meet some financial guidelines. JACC has a lower maximum monthly service limit than CCPED and CAP and a co-pay may be required.

These programs also work with the Statewide Respite Care Program. This program offers relief to unpaid caregivers by sharing responsibilities and providing a variety of home and community based services for disabled individuals and the elderly. These services can be used occasionally or at regularly scheduled times. The program also aims to delay or prevent an individual from entering a nursing facility. Applicants must meet some financial requirements and need to be enrolled in one of the Medicaid programs in order to receive the additional Respite Care.

Along with these statewide programs, there are also services available through programs that are maintained by each county. For example, residents of Middlesex County could apply to The Middlesex County Multi-Assistance Program (MCMAP).
